菲律賓總統杜特蒂才剛在北京與大陸國家主席習近平握手，雙方都同意擱置南海爭議，並見證了中菲在十多項領域的合作簽署。隔沒兩天，美軍就派軍艦闖進西沙，華盛頓也未免太沉不住氣。
菲律賓是南海仲裁案的提出國，杜特蒂自然是最有資格提出擱置爭議的一方，現在中菲都有了共識，願意以合作取代對抗，套一句習近平說的：「一時難以談攏的可暫時擱置」，華府還有置喙的餘地嗎？
眼看杜特蒂一天一炮，都對準美國，不是辱罵歐巴馬，就是指控美方只想著自己的利益，把菲律賓當小弟，從此要揮別山姆大叔。
而擱置南海爭議，不僅讓中菲找到融冰的契機，杜特蒂的「遠美親中」宣言，更讓雙邊關係有了緊密結合的理由。
無論出於國家利益或地緣戰略考量，美國必然會有強大的失落感。然而此時再來大動作反制，派美軍軍艦前往西沙巡航，正當性早已大打折扣，雖然擾亂局勢依然綽綽有餘，但美軍行動的普世性，可能已經越來越站不住腳。
